Steven Schoenfeld
Chief Executive Officer, MarketVector Indexes™
Steven Schoenfeld became the Chief Executive Officer (CEO) of MarketVector Indexes™ (“MarketVector”) following its acquisition of BlueStar Indexes in August 2020. MarketVector is a leading global index provider with more than USD 40 billion in licensed assets tracking its Equity, Fixed Income, Hard Asset, and Digital Asset indexes. As the CEO, he develops and implements the business strategy for the company and oversees all aspects of MarketVector’s operations, research and product development, client service, sales, and marketing. Steven was the founder and the Chief Investment Officer of BlueStar which maintained a family of indexes for global technology stocks, emerging markets, and Israeli equities and bonds. He is a 39-year veteran of the investment management and financial services industry, having served in senior fiduciary positions at Northern Trust, where he oversaw more than USD 300 billion in quantitatively managed global equity and fixed income portfolios, and at Barclays Global Investors (now Blackrock), where he managed more than USD 70 billion in developed and emerging market stock index fund and ETFs. Previously, Steven led the team at the IFC/World Bank which developed the first investable emerging market indexes and traded Japanese stock index futures on the floor of the Singapore Exchange.
Steven is the co-author of Mastering Crypto Assets (Wiley Finance, 2024), Editor of Active Index Investing (Wiley Finance, 2004), co-author of The Pacific-Rim Futures and Options Markets (McGraw-Hill, 1992), and co-founder of IndexUniverse.com (now ETF.com). He has a Bachelor of Arts in History and Government from Clark University, was a Fulbright Scholar in Economics at the National University of Singapore, and has a Master of Arts from the Johns Hopkins School of Advanced International Studies (SAIS).

Thomas Kettner is the Chief Operating Officer (COO) at MarketVector Indexes™ (“MarketVector”) with global responsibility for the company's index business. Thomas is an indexing expert with more than 15 years of experience in the development and maintenance of indexes, with a focus on the development of indexes designed for financial products. He is supported by a team of more than 15 index specialists experienced in index administration and maintenance. Prior to joining MarketVector in 2012, he held various positions at leading index providers such as Dow Jones Indexes and STOXX Ltd. Thomas holds a degree in Economics from the University of Konstanz, Germany, and is a CIIA graduate.


Joy Yang
Head of Product Management and Marketing, MarketVector Indexes™
Joy Yang is the Head of Product Management and Marketing at MarketVector Indexes™ (“MarketVector”). She is responsible for managing MarketVector products and services to accelerate innovation in financial index design and adoption. Joy brings more than 25 years of investment experience to MarketVector, having led teams delivering index and quantitative-active investment solutions at Arabesque Asset Management, Dimensional Fund Advisors, Vanguard, Aberdeen Standard Investments, AXA Rosenberg, and Blackrock. She has an MBA from the University of Chicago Booth School of Business and a Bachelor of Science in Electrical Engineering from Cooper Union’s Albert Nerken School of Engineering.


Joe Levin
Head of Business Development and Strategy, MarketVector Indexes™
Joe Levin joined MarketVector Indexes™ (“MarketVector”) as the Head of Business Development & Strategy following its acquisition of BlueStar Indexes in August 2020. Joe was the partner and the Chief Investment Strategist at BlueStar where he led the firm's engagement with institutional investors and its partnerships with wealth managers and advisors to guide their allocations to Israeli investments. Prior to joining the firm in 2016, he served for six years as the Chief Development Officer at the SF-based Jewish Community Federation and Endowment Fund, leading the organization’s coordinated annual, endowment, and legacy philanthropic resources development efforts. Joe has over 25 years of experience in investment and philanthropic planning, most notably as the Vice President at Bernstein Global Wealth Management (AllianceBernstein), where he advised wealthy individuals and organizations in all aspects of financial planning and portfolio construction.


Joshua Kaplan
Head of Research and Investment Strategy, MarketVector Indexes™
Josh Kaplan is the Head of Research and Investment Strategy at MarketVector Indexes™ (“MarketVector”). Josh is involved in MarketVector index design, maintenance, and commercialization activities. He is also responsible for producing research and analysis on MarketVector indexes and investment trends. Josh joined MarketVector following the acquisition of BlueStar Indexes in August 2020 where he served as BlueStar's Director of Research and Finance. Prior to joining BlueStar Indexes in late 2011, he worked as an equity analyst covering small- and mid-cap technology stocks for a long-short fund affiliated with one of Israel’s leading private equity funds. Josh is a CFA Charter holder and graduated from Syracuse University with degrees in Finance, Entrepreneurship, and Economics.


Tzlill Keren-Blum
Head of Client Coverage and Service, MarketVector Indexes™
Tzlill Keren-Blum is the Head of Client Coverage and Service for MarketVector Indexes™ (“MarketVector”). She is an indexing expert with more than 17 years of experience in both the issuer and index provider roles. Tzlill is also responsible for MarketVector’s business development in the EMEA region. She joined MarketVector as the EMEA Representative following its acquisition of BlueStar Indexes in August 2020 and worked with BlueStar starting in 2017. Tzlill was the Chief Legal Counsel of one of the largest issuers of Israeli ETFs and index funds, an associate at a large Israeli corporate law firm, and also serves as External Director in a TASE-listed company.


Martin Leinweber, CFA
Director, Digital Asset Research and Strategy, MarketVector Indexes™
Martin Leinweber works as the Director, Digital Asset Research and Strategy at MarketVector Indexes™ providing thought leadership in an emerging asset class. His role encompasses product development, research, and communication with the client base of MarketVector Indexes™. Before joining MarketVector Indexes™, he worked as a portfolio manager for equities, fixed income, and alternative investments for almost two decades. He was responsible for the management of active funds for institutional investors such as insurance companies, pension funds, and sovereign wealth funds at the leading German quantitative asset manager Quoniam. Previously, he held various positions at one of Germany's largest asset managers, MEAG, the asset manager of Munich Re and ERGO. Among other things, he contributed his expertise and international experience to the establishment of a joint venture with the largest Chinese insurance company PICC in Shanghai and Beijing. Martin Leinweber is co-author of “Asset-Allokation mit Kryptoassets. Das Handbuch “(Wiley Finance, 2021). It’s the first handbook about integrating digital assets into traditional portfolios. He has a Master's in Economics from the University of Hohenheim and is a CFA Charter holder.

Raline Sexton

Raline Sexton leads Digital Asset Business Development and Strategy globally at MarketVector Indexes™ (“MarketVector”). She works closely with the product and research teams to spearhead the firm’s digital asset initiatives, driving innovation and strategic direction. She oversees and executes key initiatives that align with MarketVector’s broader growth objectives and revenue expansion. Additionally, she is responsible for partnerships, forging strategic alliances and collaborations that strengthen the firm’s position in the digital asset ecosystem. Her role also includes business development for marquee institutional clients, where she cultivates and expands key relationships, delivering value to clients navigating the digital asset space and unlocking new growth opportunities. Raline brings more than 25 years of investment experience to MarketVector. She began her career as an equities trader at Knight Capital Group, where she spent the bulk of her tenure before transitioning to their corporate access team. She also spent over five years at a Moody’s Analytics company, playing a pivotal role in opening and expanding some of the largest buy-side and sell-side accounts on Wall Street. Raline holds a Bachelor of Science in Economics with a minor in Middle Eastern Studies from Rutgers University.


Emre Camlilar
Head of Index Operations, MarketVector Indexes™
Emre Camlilar serves as the Head of Index Operations for MarketVector Indexes™ (“MarketVector”) globally since late 2018. He is an indexing expert with 10 years of experience in index management, maintenance, and development. With his extensive index expertise, Emre offers deep knowledge of index operations, new index construction, products, and administration. In addition, he has spent a considerable amount of time optimizing the process of day-to-day index management. Prior to joining MarketVector, Emre gathered experience in different fields of finance, including financial risk management. He holds a Master of Sciences in Economics from the University of Freiburg, Germany, and is a CFA charter holder.


Bogdan Lucaciu
Director, Legal and Compliance, MarketVector Indexes™
Bogdan Lucaciu is the Director, Legal and Compliance at MarketVector Indexes™ (“MarketVector”). In his role, Bogdan oversees all legal and compliance matters pertaining to a wide array of index-related solutions. He evaluates regulatory regimes applicable to benchmark administrators, provides advice on company strategies, negotiates agreements, is involved in transactions and oversees outside counsel as well as an in-house position. Bogdan is a fully qualified German lawyer with more than 10 years of experience in various roles with legal departments and law firms, advising in matters of capital markets, corporate, contract, IT, IP and data protection law with an emphasis on EU, German and US law. He held various legal counsel positions in the financial industry. Prior to joining MarketVector, Bogdan provided his expertise to a BaFin-regulated fintech company, a Legal Tech company and a stock exchange. He holds a law degree from the University of Heidelberg with specializations in capital markets law and Anglo-American law and graduated with the First and Second State Examinations in Law.


Mirela Stefanova

Mirela Stefanova works as the Director, Equity Operations at MarketVector Indexes™ (“MarketVector”). She has gathered more than 15 years of experience in indexing with a focus on index operations, index development, and client support. With her strong background in indexing, Mirela has contributed to the establishment of the equity review process and streamlining index operations at MarketVector. Before joining the MarketVector in late 2012, Mirela worked at Dow Jones Indexes in the field of index operations. She holds a Master of Sciences in Economics and Finance from the Otto-von-Guericke-University Magdeburg, Germany.

Alka Banerjee is a global leader in strategic business expansion and product innovation in the financial industry with international CEO experience. She is the CEO of her own consultancy firm Emerging Ideas Inc. specializing in consulting on data and analytics with a focus on innovative financial products for banks and asset managers. Alka has over 40 years of work experience including 19 years at S&P Global’s Index group (S&P Dow Jones Indices) across product management, research, and operations. Alka has an MBA from Pace University, New York, and a Masters in Economics from Lucknow University in India. In addition, she has attended executive education programs from Columbia University, New York and INSEAD France.


David Blitzer
Index Advisory Committee
David M. Blitzer was Managing Director and Chair of the Index Committee at S&P Dow Jones Indices, responsible for index management and security selection for the S&P 500, the Dow Jones Industrial Average among other S&P Dow Jones indices. Prior to that, he was Chief Economist for S&P Global, Inc. Mr. Blitzer has a B.S. in Engineering from Cornell University and a Ph.D., in economics from Columbia University.


Yuval Haberman
Index Advisory Committee
Yuval Haberman brings over 27 years of expertise in investment management, corporate governance, and risk management at leading financial institutions. Currently serving on the Investment Committee at Migdal Insurance Group overseeing 350 billion ILS in assets, Yuval is also Co-founder and Managing Partner at Value^2 Responsible Investment Fund focusing on ESG and Impact investments. His extensive experience includes roles as Head of Equities at Amitim Senior Pension Funds managing a 45 billion ILS global equity portfolio and Chief Investment Officer positions at major pension and provident funds. With deep knowledge in strategic asset allocation, corporate governance implementation, and sustainable investing, Yuval holds an MA in Economics & Business Management from Bar-Ilan University and maintains a portfolio management license from the Israel Securities Authority.


Mark Sladkus
Index Advisory Committee
Mark Sladkus is Founder and President of Red Lighthouse Investment Management, a fee-only Registered Investment Advisor (RIA) based in New York City. He has more than 20 years experience with creating and maintaining indices providing the inspiration and foundation for Red Lighthouse. As Head of Morgan Stanley Capital International (MSCI), Mark served as Chair of the Index Committee, the group responsible for selecting which securities enter and exit the MSCI family of indices including the well-known EAFE and EM and ACWI Indices. Mark oversaw the creation of the world’s first investable emerging market index and the world’s first global value and growth family of indices. Mark has a Masters of Business Administration (MBA) in Finance from the University of Chicago’s Graduate School of Business and a B.A in Economics from Cornell University. He is a recipient of the William F. Sharpe Lifetime Indexing Achievement Award.


Aye Soe, CFA
Index Advisory Committee
Aye Soe is Head of Research and Product Development for equity, alternative and cryptocurrency at CME Group. Aye leads a team responsible for the development and launch of CME futures and options, in addition to generating research and actionable insights related to the firm’s product complex. Prior to CME, Aye held senior leadership roles in Product Management and Research at S&P Dow Jones Indices. Before that, Aye was an analyst at Morgan Stanley and FactSet Research Systems.
